摘要
如何将项目承包商的作业管理有效结合于甲方的管理体系之中,使之形成有效的联合管理态势,为整体作业的HSE效果提供良好支持,是当前承包商管理领域中具有高度现实意义的环节。以工程实际中某工程建造项目为例,综合分析了如何将当前管理理念与管理工具有效融合于外部承包商作业,进而形成作业项目的完备无薄弱点的HSE管理系统,通过实现这一目标为整体作业效能提供助力,同时从承包商整体的准入、评级与信息入库动态更新的层面,综合研讨了短期与中长期的承包商作业HSE评估管理。
How to effectively integrate the management of operation contractors into the management system of Party A to form an effective joint management situation and provide good support for the HSE effect of the overall operation is of high practical significance in the current field of contractor management. Taking a construction project in engineering practice as an example,this paper comprehensively analyzes how to effectively integrate the current management concepts and management tools into the operation of external contractors to form a complete and flawless HSE management system for the operation project. To achieve this goal,the short-term and mid-term and long-term HSE evaluation management of contractor operations is discussed from the aspects of contractor’s overall access,rating and dynamic update of information storage.
