摘要
后疫情时代,深圳经济高质量发展面临巨大考验,要保持对市场投资主体的吸引力,必需与国际高水平的经贸规则衔接,形成具有全球竞争力的开放投资机制,以先行示范的高标准更好地推动营商环境重点领域的提质增效。首先,在深入调研的基础上,剖析深圳营商环境优化进程中的“硬梗阻”;其次,科学精准地把握新发展格局下深圳营商环境所面临的机遇与挑战;最后,从法治保障、行政改革、现代市场竞争、知识产权保护、要素流动等维度提出塑造一流营商环境的具体路径,进而推进深港澳规则衔接与机制有效对接,激发“制度之利”、打破制度壁垒,持续放大先行示范区综合改革试点效应。
In the post epidemic era, the high-quality development of Shenzhen’s economy is facing a huge test. In order to maintain its attraction to market investors, it is necessary to link up with the global high-level economic and trade rules, form an open investment mechanism with international competitiveness, and better promote the quality and efficiency in key areas of the business environment with high standards that are first demonstrated. First of all, on the basis of in-depth analysis about the actual situation with Shenzhen’s business environment, it analyzes the “hard block” in the process of optimizing Shenzhen’s business environment;Secondly, we should scientifically and accurately grasp the opportunities and challenges faced by the current business environment under the new development pattern;Finally, from the perspective of legal protection, administrative reform, modern market competition, intellectual property protection, factor flow and other dimensions, the specific path for Shenzhen to create a first-class business environment in the post epidemic era is proposed, so as to promote the effective connection between Shenzhen and Hong Kong and Macao rules and mechanisms, stimulate “institutional benefits”, break institutional barriers, and continue to amplify the pilot effect of comprehensive reform in the pilot zone.
