摘要
“双减”是全面贯彻党的教育方针、落实立德树人为根本任务的教育政策。体育教培市场作为我国构建未来青少年体育公共服务体系的重要力量之一,在提升青少年健康素养和终身体育意识上发挥着重要作用。本文运用文献资料、逻辑分析、专家访谈等方法,以“双减”政策颁布为时代背景,研究体育教培市场结构失衡因素与破解策略。结果表明:(1)体育教培市场结构失衡的现状表现为:行业准入机制宽松,从业资格良莠不齐;资本任意侵蚀,后续监管乏力;功利化教培,脱离体教融合本质。(2)针对上述问题的破解策略建议为:规范教培市场,保障健康发展为先决条件;强化资本监管,引导资本与产业良性互动;回归教育本质,提升以技载道的育人意识。
“Double reduction” is an education policy for comprehensive implementation of the Party’s educational policies and for the fulfillment of the fundamental and foremost educational task: establishment of morality and ethnics. As one of the important forces in building a public sports service system for teenagers in the future, physical education and training market plays an important role in promoting the health literacy and lifelong P.E. awareness of teenagers. By means of literature review, logic analysis, expert interviews and other methods, this paper discusses the factors of structural imbalance in the P.E. and training market and the ways to address the issue in the context of the “double reduction” policy. Results reveal that the present structural imbalance is embodied in: loose industry access mechanism;varying quality of practitioners in this sector;arbitrary erosion of capital, weak regulatory supervision;utilitarian education and training going contrary to the nature of fusion of P.E. and education. We recommend the following cracking strategies: standardize the education and training market, ensure healthy development as a prerequisite;strengthen supervision of capital and guide positive interaction between capital and industry;return to the essence of education and enhance the educational meaning and purpose through techniques.
