摘要
养老保险制度改革是中国经济体制改革中的一个重点和难点,是适应中国经济社会转型的现实要求,也是完善中国特色社会保障制度的理论需要。中国国情决定了研究运动员养老保险制度发展方向和脉络,通过分析我国养老保险制度改革的两条线索,即企业和机关事业单位养老,结合中国经济转型理论,我国运动员养老保险制度有着供应主体是政府、运动员参保意识薄弱以及转移接续问题突出的特点,目标模式的未来选择决定于运动员养老保障的三个支柱,一是基础养老金,这一支柱从属于我国职工基本养老保险制度,第二、三支柱是职业年金和运动员个人储蓄计划。
The reform of endowment insurance system is a major issue and a difficulty in China’s economic system reform. It is practically essential to China’s economic and social transformation and also theoretically essential to perfect the social security system with Chinese characteristics. The development of athletes’ endowment insurance system can not be separated from China’s national conditions. By analyzing the reform and development process of the dual-track system: businesses, government departments and public institutions, combined with the theory of China’s economic transformation, the endowment insurance system of athletes in the country has the features that the main supplier is the government;the athletes have weak awareness of getting insured;and the transfer and succession problems are prominent. The future model of establishing the goal of athletes’ pension security is composed of three pillars. The first pillar is the basic pension, which belongs to the basic old-age insurance system for other groups, while the second and third pillars are occupational annuities and personal savings schemes.
