摘要
随着社会的不断发展,社区志愿服务在现代社区治理体系中的地位和重要性日益显现。本文运用案例研究方法,发现H省S市社区志愿服务呈现出“常态化”“零距离”“全覆盖”“便民化”的特点,但也存在着制度体系不健全、宣传手段无力、行政色彩浓厚、专业人才匮乏和激励方式低效等障碍因素。基于此,建议从以下方面提升社区志愿服务能力:着力管理协同,落实志愿服务保障机制;着力培育意识,引导各类群体共同参与;着力多元共治,构建志愿服务协同模式;着力专业培训,打造志愿服务人力支撑;着力激励健全,创新志愿服务保障机制。本研究有助于拓展城市社区志愿服务的理论深度,推进我国其他地区的城市社区志愿服务实践。
With the development of society, the status and importance of community voluntary service in the modern community governance system are increasingly apparent.Using the case study method, it is found that the community volunteer service in S city of H Province presents the characteristics of “normalization” “zero distance” “full coverage” and “convenience”. But there are also obstacles such as imperfect Systems ineffective publicity means, strong administrative color, lack of professional talents and inefficient incentive methods.Based on this, it is suggested to improve the community volunteer service ability from the following aspects: focus on management coordination and implement the volunteer service guarantee mechanisms;strive to cultivate awareness and guide various groups to participate together;focus on multi-governance and build a collaborative model of voluntary service;focus on professional training and build volunteer service manpower support. Efforts also should be made to encourage and improve the voluntary service guarantee mechanisms.The conclusion is helpful to expand the theoretical depth of urban community volunteer services and promote the practice of urban community volunteer service in other regions of China.
