摘要
目的 探索影响卫生资源配置水平的影响因素,并对北京市最新的5个功能分区的卫生资源配置水平进行综合评价。方法 收集2010-2019年北京市各区卫生资源相关指标数据,采用灰色关联分析法判断各项指标与参考序列的关联程度,利用因子分析计算出最近一年各功能区卫生资源配置水平的综合得分并排序。结果 经灰色关联法的筛选,共选择卫生机构床位数、执业(助理)医师数、注册护士人数、社区卫生服务中心(站)数量、地方医疗卫生支出、每千人口执业(助理)医师数、每千人口注册护士数、卫生技术人员数量共8个指标纳入因子分析评价指标。在此基础上,通过因子分析法对北京市各功能区卫生资源配置水平进行排序与评价,最终得分由高到低依次为首都功能核心区(0.68)、中心城区(0.57)、多点地区(-0.12)、北京城市副中心(-0.28)、生态涵养区(-0.58)。结论 北京市卫生资源配置很不均衡,多点地区、北京城市副中心、生态涵养区的配置水平明显低于首都功能核心区和中心城区,在疏解北京非首都职能的背景下,应兼顾规模和质量促进北京市卫生资源均衡配置。
Objective To explore the influencing factors affecting the level of health resource allocation and comprehensively evaluate the health resource allocation level of the latest 5 functional zones in Beijing.Methods The data of health resources related indicators in Beijing districts from 2010 to 2019 were collected.Grey relational analysis method was used to judge the degree of correlation between each indicator and the reference sequence.Factor analysis was used to calculate the comprehensive score of health resources allocation level in each functional area in the recent year and rank them.Results After screening by the grey correlation method, the total number of beds in health institutions, the number of practicing(assistant)physicians, the number of registered nurses, the number of community health service centers(stations),the local medical and health expenditure(10 000 yuan),and the number of practicing(assistants)per 1 000 population were selected and included in the factor analysis evaluation index.On this basis, the results of factor analysis method showed that the final scores from high to low were the capital functional core area(0.68),the central urban area(0.57),and the multi-point area(-0.12),Beijing city sub-center(-0.28),ecological conservation area(-0.58).Conclusion The allocation of health resources in Beijing is very uneven.The allocation level of multi-site areas, Beijing’s urban sub-centers, and ecological conservation areas are significantly lower than that of the capital’s functional core areas and central urban areas.In the context of defusing Beijing’s non-capital functions, both scale and quality promotes the balanced allocation of health resources in Beijing.
