摘要 目的通过对2017年我国护理人力资源配置现状进行评价,为优化护理人力资源配置提供参考依据。方法运用TOPSIS法结合RSR法对我国31个省(区、市)护理人力资源配置进行综合评价。结果我国各省份每千人口注册护士数和床护比这两个指标差异较大,变异系数均超过20%,Ci回归方程为Ci=-0.238+0.137Probit,r=0.944。结果分档结果分为四档一档(低)有西藏、河北、甘肃、黑龙江;二档(较低)有湖南、吉林、安徽、河南、青海、江西、山西、天津、四川、内蒙古、新疆;三档(中)有辽宁、重庆、贵州、山东、云南、江苏、福建、广西、湖北、宁夏、广东;四档(高)有陕西、浙江、海南、上海、北京。结论我国护理人力资源配置存在差异,各地配置水平与我国东中西部区域划分无明显联系,与经济发展水平相关。政府应对此引起重视,因地制宜,制定合理的护理人力资源规划。 Objective To evaluate the present status of nursing human resources allocation in China in 2017 and provide a reference for the rational nursing human resources allocation.Methods TOPSIS method and RSR method were used for comprehensive evaluation of nursing human resources 31 provincial,municipalities and autonomous regions in China.Results There were great differences among nurses on percentage per thousand population and the ratio of bed on nurses in each province of China.The variation coefficients were greater than 20%.The regress equation of Ci was Ci=-0.238+0.137Probit,r=0.944.Evaluation results were divided into four classes.Provinces in the first class(low)were Tibet,Hebei,Gansu and Heilongjiang.Provinces in the second class(lower)were Hunan,Jilin,Anhui,Henan,Qinghai,Jiangxi,Shanxi,Tianjin,Sichuan,Inner Mongolia and Xinjiang.Provinces in the third class(middle)were Liaoning,Chongqing,Guizhou,Shandong,Yunnan,Jiangsu,Fujian,Guangxi,Hubei,Ningxia and Guangdong.Provinces in the fourth class(more)were Shaanxi,Zhejiang,Hainan,Shanghai and Beijing.Conclusion The nursing human resources allocation is not balanced in China.There is no obvious relation between the allocation level of each region and the regional division of China,and it is related to the level of economic development.It is suggested that the government pay sufficient attention to the question,adjust measures to local conditions,and to establish reasonable nursing development plan.
