摘要
为加强水域保护,实现水域管理的信息化和规范化,提高水域保护的效率与科学水平,设计并开发基于Web GIS的水域信息管理平台。以镇江市为研究区域,从水域管理和规划的双重需求出发,整合数据资源构建水域本底数据库,完善水域档案资料,在此基础上,采用框架结构设计和面向对象相结合的技术,设计并实现水域一张图管理、水域动态监测、洪涝分析、侵占补偿、查询统计、变化分析、档案管理和权限设置等功能模块。水域信息管理平台的应用一方面可辅助政府工作,有效提升河湖水域管理与保护工作水平;另一方面可为水域保护与规划、城市排水系统建设及用地规划等相关工作,提供数据服务、技术支撑和科学化测评手段,也可为其他城市水域保护信息化平台建设提供参考。
In order to realize the informatization and standardization of water management,and improve the efficiency and scientific management of water conservation,the water information management platform based on WebGIS is designed and developed. The platform takes Zhenjiang City as the research area. Considering the demands of both water management and planning,data resources are integrated to build a water background database and improve archived water documents. On this basis,a combination offramework structure design and object-oriented technology is applied,to design and realize functional modules such as one map management,dynamic monitoring,flood analysis,encroachment compensation,query statistics,change analysis,archive management and authority permission.On one hand,the application of the water information management platform can support the government departments and effectively improve the management and conservation of rivers and lakes;on the other hand,it can provide data services,technical support and scientific evaluation methods for water conservation and planning,construction of urban drainage system and urban land use planning. The platform can also provide reference for the development of information platforms in other cities or areas.
