摘要
面对世界百年未有之大变局,中国共产党带领中国人民成功开辟了与西方民主相区别的中国式民主发展新道路,为人类文明历史性重建贡献了中国方案。中国式民主以人民当家作主为本质,以全过程人民民主为特征,创造了一种超越于西方自由主义民主的新型政治文明形态,彰显出与之对比鲜明的制度优势。宪法是国家的根本大法,是人民权利的保障书,是民主政治的根本制度安排。为使中国式民主进一步增强优势、稳定发展,必须坚持依宪治国,更好地夯实其宪法基础,为其提供根本的宪法保障,在法治轨道上有序推进全过程人民民主。
In the face of momentous changes unseen in a century,the Communist Party of China has led the Chinese people to successfully open up a Chinese democratic development new path that is different from Western democracy.It has contributed Chinese solutions to the historic reconstruction of human civilization.Chinese democracy ensures the people's status as masters of the country as its essence,and is characterized by whole-process people's democracy.It has created a new form of political civilization that surpasses Western liberal democracy,and has demonstrated its contrasting institutional advantages.China's Constitution is the country's fundamental law,the guarantee of people's rights,and the fundamental institutional arrangement of democratic politics.In order for Chinese democracy to further enhance its advantages and develop steadily,it is necessary to uphold Constitution-based governance,to better consolidate its constitutional foundation,to provide it with a fundamental constitutional guarantee,and to promote the whole-process people's democracy in an orderly manner under the rule of law.
