摘要
应用多源流理论解释异地就医结算政策工具的选择逻辑,试图回答为什么会发生政策演变、其驱动因素是什么。结果显示,在异地就医结算政策工具的选择过程中,存在着3种溪流:长期以来,异地就医引发的问题引发了公众和媒体的关注;各级政府部门在省内异地就医结算工作中积累了丰富的实践经验;2016年“两会”前夕,网络舆情和有利的政治力量出现,推动了直接结算政策之窗的开启。
It used the multiple-streams theory to explain the choice logic of policy tools for cross-pooling healthcare,trying to answer why this policy evolution occurred and what are the driving factors. The results are as follows.There were three kinds of streams in the process of selecting the policy tools for cross-pooling healthcare. For a long time,the problems caused by cross-pooling healthcare had aroused the attention of the public and the media.The governments had accumulated practical experiences in the settlement of cross-pooling healthcare within the province. On the eve of two sessions in 2016,network public opinions and political forces appeared,which finally promoted the opening of the policy window for immediate settlement of reimbursement.
