摘要
城市洪涝灾害应急管理水平提升已成为国家防洪安全的重大需求,也是国内外关注研究的前沿热点和重点领域.然而,传统的灾害管理模式制约着我国城市洪涝灾害应急水平的发挥,城市洪涝灾害应急管理还面临着应急管理资源有限、应急管理主体割裂、应急管理组织缺位、应急管理过程失衡等困境.在“多主体-全过程”视角下,以危机缩减、危机预备、危机反应、危机恢复四个过程为着力点,研究城市洪涝灾害应急管理框架的构建,探讨政府、社会组织、公众各参与主体在应急管理各阶段的行为措施,从建立灾害风险数据库、构建多元主体协同机制、强化预警和响应一体化管理、全面防汛部署与执行、建立应急指挥中心、实施科学的灾后评估等方式入手,实现城市洪涝灾害应急管理多主体-全过程联动.
The improvement of the emergency management level of urban flood disaster has become a major demand for national flood control safety,as well as the forefront hotspot and key field of domestic and foreign attention.However,the traditional disaster management mode restricts the emergency level of urban flood and waterlogging in China,and the emergency management of urban flood and waterlogging is also faced with difficulties such as limited emergency management resources,emergency management main body split,emergency management organization absence,emergency management process imbalance and so on.From the perspective of“multiagentwhole process”,this paper focuses on the four processes of crisis reduction,crisis preparation,crisis response and crisis recovery to study the construction of the urban flood disaster emergency management framework and explore the behavior measures of the government,social organizations and the public in each stage of emergency management.Starting with the establishment of disaster risk database,the construction of multi-subject coordination mechanism,strengthening the integrated management of early warning and response,comprehensive flood control deployment and implementation,the establishment of emergency command center,and the implementation of scientific post-disaster assessment,the multiagent and whole-process linkage of urban flood disaster emergency management can be realized.
