摘要
围绕城市洪涝灾害自身关键特征,讨论情报介入城市洪涝灾害应急防控的必要性及概念内涵,构建情报视角下城市洪涝灾害的应急防控体系。从应急情报的资源保障、感知介入、协同联动以及对应急决策的系统支持层面提出相应的提升策略。认为以应急情报思维来统领和引导城市洪涝应急防控全局,不仅从“重心下沉”的应急视角从容应对城市洪涝灾害事件,更从“关口前移”的应急理念出发强调城市洪涝灾害关键特征下的主动预防预警和监测识别,对城市洪涝灾害整体治理效能的发挥起到了良好的协同控制与管理作用。
This article focuses on the key features of urban flooding,discusses the necessity and conceptual connotation of intelligence intervention in the emergency prevention and control of urban flooding,and constructs the emergency prevention and control system of urban flooding under the perspective of intelligence.The corresponding enhancement strategies are proposed from the level of resource guarantee,perception intervention,cooperative linkage and systematic support for emergency decision-making of emergency intelligence.The study concludes that emergency intelligence thinking to lead and guide the overall situation of urban flood emergency prevention and control is not only a calm response to the objective state of urban flooding from the emergency perspective of“sinking the center of gravity”,but also a proactive response to the key features of urban flooding from the emergency concept of"moving the gate forward".The key features of urban flooding disaster under the active prevention,early warning and monitoring and identification of the overall management of urban flooding disaster performance has played a good role in synergistic control and management.
