摘要
本文以人力资本发挥作用的关键环节——劳动力市场为切入点,从匹配机制和溢出机制两个方面分析了其影响人力资本发挥作用的机制,并使用2003—2019年30个省份的面板数据和门限回归模型进行了实证分析,结果表明:在劳动力市场影响人力资本发挥作用方面,存在显著单一的门限,即在劳动力市场发育达到一定程度之后,人力资本对创新产出的影响系数显著提高。因此,要采取如下措施推动劳动力市场改革和发展:推进劳动力流动的各项制度综合改革,降低劳动力流动成本;加快人力资源服务业发展,发挥中介服务组织在劳动力配置中的调节能力。
This paper takes the labor market, a key link in the role of human capital, as the entry point, and analyzes its mechanisms affecting the role of human capital in terms of both matching and spillover mechanisms, and conducts an empirical analysis using panel data and threshold regression models for 30 provinces from 2003 to 2019, the analysis shows that there is a significant single threshold in terms of labor market influencing the role of human capital, i.e., the coefficient of human capital influence on innovation output increases significantly after a certain level of labor market development. Therefore, the following measures should be taken to promote the reform and development of labor market: promoting the comprehensive reform of various systems of labor mobility, reducing the cost of labor mobility;accelerating the development of human resource service industry, and playing the regulating ability of intermediary service organizations in labor allocation.
