摘要
目的 总结赴巴基斯坦抗击特大洪水灾害医疗卫生工作经验,为开展国际抗击特大洪水灾害医疗卫生救援提供参考。方法 赴巴基斯坦前进行充分筹备,包括组建团队,明确分工、分析疫情、筹备物资、强化培训等,以及赴巴基斯坦后多途径多维度了解灾情情况,并深入重灾区救济营及医疗营进行实地走访、义诊、调研,严格落实安全、防控等各项措施。结果 专家组充分了解巴基斯坦灾区疫情情况,并结合走访、义诊、调研结果,形成了救济营与医疗营医疗卫生工作报告以及提出了基础医疗重建中国方案;专家组全体组员在巴基斯坦工作期间及回国后隔离期间均未感染传染病,身体状况良好,平安回国。结论 赴巴基斯坦抗击特大洪水灾害医疗卫生工作实践为基于实际工作形成,实用性较强,具有一定的参考借鉴价值。
Objective To summarize the experience of medical and healthcare work in Pakistan in response to the mega-flood disaster so as to provide references for international medical and healthcare relief in response to mega-flood disasters.Methods Before going to Pakistan, the team made full preparations, including setting up a team, clarifying the division of labor, analyzing the epidemic situation, preparing supplies and strengthening personnel training, etc. After arriving in Pakistan, the team managed to investigate the disaster situations in multiple ways and from multiple aspects, and visited relief camps and medical camps in the hardest-hit areas, carried out voluntary consultations and researches, and strictly implemented various safety protocols as well as prevention and control measures.Results The expert group achieved a full knowledge of the epidemic situations in the hardest-hit areas of Pakistan, and based on the results of visits, free medical consultations and researches, formed a report on the medical and health work in relief camps and medical camps, and proposed a plan for the reconstruction of basic medical services in China. None of the expert team members was infected during their stay in Pakistan and the quarantine period after returning to China. All the members were in good health and returned home safely.Conclusion The medical and health care practice in Pakistan is worth of referring due to its high practicality.
