摘要
总结了现阶段公立医院绩效管理工作的改革重点,即由被动型转为驱动型,由粗放式转为精细化。通过对现有绩效系统的现状和局限性分析,本文提出实现全过程管理形成PDCA高质量循环的绩效系统设计思路,并依此构建了符合精细化管理理念的四大绩效系统模块,即基础支持模块、方案管理模块、数据应用模块和结果展示模块,利用大数据来保证精细化绩效管理的落地实施和顺利运行,并展现了精细化绩效系统在某大型综合性公立三甲医院的运行成效。最后就实际应用中可能会出现的问题提出思考,为其他医院绩效系统的改进提供思路。
Based on the high-quality development requirements of public hospitals put forward by the national new medical reform and the background of medical insurance DRG payment reform,this paper summarizes the reform focus of public hospital performance management at this stage,that is,from passive to driven,from extensive to delicacy.Through the analysis of the current situation and limitations of the existing performance system,this paper proposes the design idea of the performance system that realizes the whole process management and forms the PDCA high quality cycle,based on this,four performance system modules that conform to the concept of delicacy management are constructed,namely basic support module,program management module,data application module and result display module.Using mega data to ensure the implementation and smooth operation of refined performance management,and demonstrate the operation effect of the refined performance system in acertain large public tertiary hospital.We finally put forward some thoughts on the problems that may arise in the practical application,and provide the basis for the improvement of the hospital performance system in the future.
