资源型城市铁路专用线规划布局研究——以神木市为例 被引量:1

摘要 神木市为典型的资源型城市,煤炭资源富集,货物运输需求量大。存在铁路产权不一、铁路专用线建设滞后、公路运输压力大等问题。因此,科学合理布局铁路专用线,实现运输需求与集疏运体系相匹配尤为重要。为指导神木市铁路专用线(集运站)有序建设,结合神木市铁路网布局、矿区井田分布、工业园区格局等因素,考虑车站分布和铁路专用线项目辐射服务范围,将神木市细划为六大主要片区,并对各片区分别进行煤炭产销平衡分析,以确定各片区煤炭铁路外运量及各铁路干线承担的煤炭运量;其次,根据大型工矿企业运输需求调查,合理规划布局各片区铁路专用线,以实现需求与供给平衡;最后,对各片区铁路专用线运量进行预测,从公铁运输比例、铁路运输增量、铁路能力适应性、节能减排等方面对规划效果进行评价。结果表明,规划铁路煤炭外运比例可分别提高至95.5%、96.4%。 Shenmu is a typical resource-based city with rich coal resources and large demand for freight transportation.There are problems such as different railway property,lagging construction of dedicated railway lines and high pressure of highway.Therefore,it is particularly important to plan the layout of dedicated railway lines scientifically and reasonably to match the transportation demand with the collection and distribution system.In order to guide the orderly construction of dedicated railway lines(transportation station)in Shenmu,in combination with the layout of railway network,the distribution of mining fields,the pattern of industrial parks and other factors,the city was divided into six main areas,considering the distribution of stations and the radiating service scope of dedicated railway lines.The analysis of coal production and marketing balance in each area was carried out to determine the external transport volume of coal by railway in each area and the transport volume of coal with each railway trunk line.Secondly,according to the survey of the transportation demand of large industrial and mining enterprises,the dedicated railway lines in each area were reasonably planned and arranged,so as to realize the balance between demand and supply.Finally,the transport volume of dedicated railway line in each area was predicted.The planning effect was evaluated from the aspects of the proportion of railway transportation,railway transportation increment,railway capacity adaptability,energy conservation and emission reduction.The results show that the proportion of the coal transport of the planned railways can be increased to 95.5%and 96.4%respectively.
