摘要
香港地区服务业融入大湾区发展是必由之路。为支持香港地区服务业在以广东省为重点的内地找到发展新空间,国家陆续出台多项政策措施,搭建了多个平台,特区政府也出台了香港地区服务业北上融合发展规划。市场力量和政府的引导带动了香港地区服务业在广东和大湾区的布局和发展。但也面临一些不可回避的制约因素:粤港体制机制运行差异、缺乏对新型服务业的有效指导与市场监管、专业服务业利益协调不足、经济要素在大湾区内部自由流动不足等。粤港各界需要以前海深港现代服务业合作区建设作为大湾区建设合作旗舰;加大力度鼓励大湾区发展服务业新业态、新模式发展;加强监管合作,创新监管模式;推进数字赋能服务业工程,加快粤港服务业数字化发展。
The northward development of Hong Kong’s region service industry is the only way. In order to support Hong Kong’s region service industry to find new space for development in the mainland, with Guangdong Province as the focus, China has successively issued a number of policies and measures. Market forces and government guidance have driven the layout and development of Hong Kong’s region service industry in Guangdong and the Greater Bay Area. However, it also faces some unavoidable constraints: Differences in the operation of systems and mechanisms between Guangdong and Hong Kong region;Lack of effective guidance and market supervision for the new service industry;Lack of coordination of interests in professional services;Insufficient free flow of economic factors in Greater Bay Area, etc.All circles in Guangdong and Hong Kong region need to build Qianhai Shenzhen Hong Kong region Modern Service Industry Cooperation Zone into the flagship of Greater Bay Area cooperation;Strengthen efforts to encourage Greater Bay Area to develop new forms and models of service industry;Strengthen supervision cooperation and innovate supervision mode;Promote the project of digital enabling service industry and accelerate the digital development of the service industry in Guangdong and Hong Kong region.
