新中国民族地区“好干部”标准的政策嬗变与展望

Policy Evolution and Prospect for the Standard of “Good Cadres” in the Ethnic Areas in New China

摘要 “四个特别”是新时代民族地区干部队伍建设的价值导向和目标追求。通过政策文本的历时性分析,回顾民族地区干部素质要求的政策嬗变,探究“四个特别”标准与我国已有民族地区干部素质要求之间的关系。分析发现新中国民族地区好干部标准的嬗变经历了政治为主、德才兼备、能力担当、“政治过硬”四个阶段;民族地区好干部标准植根于民族地区社会发展诸阶段的深层结构中,同时密切关联职业道德和业务素质两条主线展开;干部职业道德概念逐渐涵盖政治觉悟、个人修养和职业伦理,成为对干部的全方位道德要求;同时,对干部专业知识与技能等业务素质的要求也在不断提高。因此,“四个特别”是对民族地区好干部标准核心内涵的承续。民族地区好干部标准的践履以及相关政策发展,需要高度重视干部专业意识的强化,推动干部的道德内化,在科学具体的业务素质标准下,促进个性化发展,并完善干部成长的制度保障。 “Four Special Qualities” is the value orientation and pursuit of a goal in the cadre team construction of the new era in ethnic areas. The article reviews the policy transition of cadre quality requirements in various ethnic areas through diachronic analysis of the policy text, and explores the relationship between the standard of “Four Special Qualities” and the cadre quality requirements in existing ethnic areas in China. The analysis shows that the evolution of the standard of good cadres in the ethnic minority areas of new China has gone through four stages: political orientation, enjoying both talent and political integrity, capability, and “political competence”;the standard of good cadres in ethnic areas is rooted in the deep structure of the various stages of social development in ethnic areas, and is closely related to the two main lines of professional ethics and professional quality;the concept of cadre’s professional ethics gradually covers political consciousness, personal accomplishment and professional ethics, and becomes a comprehensive moral requirement for cadres;at the same time, the requirements for cadres’ professional knowledge and skills and other professional quality are also constantly improving. Therefore, the “Four Special Qualities” are continuation and extension of the core connotations of the criteria for good cadres in ethnic areas. It is necessary to attach great importance to the strengthening of cadres’ professional consciousness, promote the moral internalization of cadres, promote the personalized development under the scientific and specific professional standards for the quality of cadres, and improve the institutional guarantee of their growth so as to practice good cadres standards in ethnic areas and developing relevant policies.
