摘要
新中国建立以来,我国城乡关系和乡村产业随生产力发展而不断演进变化。十九大以后,城乡关系进入到城乡融合阶段,城乡间要素的双向流动成为推动乡村产业发展的关键。通过梳理建国以来城乡关系的变化机理,总结乡村产业发展的阶段性规律,并且对新时代城乡融合阶段的乡村产业发展机理进行探索,以国家城乡融合发展试验区广清接合片区为例,对城乡融合阶段的产业发展机理进行论证。研究结果表明:城乡产业协同发展和乡村土地产权改革是推动城乡间要素双向流动最为重要的两大领域;在城乡融合发展中,通过产业协同和土地改革双轮驱动有助于实现乡村产业新业态,产地融合新模式,三生空间协调新形态。
Since the establishment of New China,the relationship between urban and rural areas and rural industry have evolved with the development of productivity.After the 19th CPC National Congress,the relationship between urban and rural areas has entered the stage of urban-rural integration,and the two-way flow of factors between urban and rural areas has become the key to promote the development of rural industries.By sorting out the changes mechanism of the relationship between urban and rural areas since the founding of the People’s Republic of China,the periodic rules of rural industry development are summarized,and the development mechanism of rural industry in the new era of urban-rural integration stage is explored,and the national urban-rural integration development pilot zone Guangqing Joint area is taken as an example to demonstrate the industrial development mechanism of urban-rural integration stage.The results showed that the coordinated development of urban and rural industries and the reform of rural land property rights were the two most important areas to promote the two-way flow of factors between urban and rural areas.In the integrated development of urban and rural areas,the dual wheel drive of industrial coordination and land reform would help to realize the new business form of rural industry,the new mode of origin integration and the new form of spatial coordination of production,living and ecology.
