摘要
行政机构改革是否和如何促进经济发展是行政机构改革研究的重要内容。本研究在前期文献研究的基础上,构建了“部门整合-技术赋能”促进经济发展的分析框架,并借助面板数据中介效应模型,以全国294个地级市2011-2018年数据为样本,验证行政机构改革与经济发展影响的相关性及联结机制。研究发现:行政机构改革能够推动经济发展。但单项进行部门间整合或者技术赋能的行政改革对经济发展的中介效应并不明显;如果同时完成了部门间整合和技术赋能改革并有两者的互动融合时,改革的中介效应明显。研究表明,在行政机构改革中,只有部门间整合和技术赋能同时存在且互动融合,实现了制度与技术的双重赋能,才能有效推动经济的发展。
Whether and how government administrative system and mechanism reform promotes economic development is an important concern of administrative reform. This study builds upon the results of previous theoretical study,formulates an analytical framework of“ departments integration with technology empowerment” for economic development, and makes use of 2011-2018 panel data from 294 prefecture level cities to identify the mediating effect of these two key variables in administrative reform on economic growth. The findings show that administrative reform has positive effect on local economic development,and the mediating effect of administrative reforms that carry out interdepartmental integration or technology empowerment alone on economic development is not obvious;but the mediating effect of reforms is obvious when interdepartmental integration and technology empowerment reforms are completed simultaneously and there is an interactive integration of both. The study demonstrates that only when interdepartmental integration and technological empowerment exist simultaneously and are interactively integrated can economic development be effectively promoted.
