摘要
《美国印太战略》报告提出要构建开放、互联、繁荣、健强和安全的印太,其中数字合作成为新版印太战略报告的亮点,印度作为印太战略的支点国家和重要抓手成为美国优先合作的对象。由于美国与印度存在显著的数字鸿沟,美印两国在数据本地化、数字发展自主权和网络安全及治理等议题上存在诸多分歧,美国团结印度提升自身印太地区数字发展影响力的尝试也没有得到印度的积极响应。美印数字合作的本质仍是相互利用,加之两国政治和经济关系存在不确定性,美印数字合作的未来可能矛盾重重。鉴于此,中国应认识到美印在合作目标和利益上的分歧,抓住美印数字合作的矛盾,扩大中印数字合作的战略空间,在数字人才培养、数字投资和发展中国家数字发展等议题上与印度积极开展对话与合作,推动两国乃至整个地区数字合作朝着更加开放、包容的方向发展,更好推动构建网络空间人类命运共同体。
The U.S.Indo-Pacific Strategy envisions an open,inter-connected,prosperous,strong and secure Indo-Pacific,with the newest element of the strategy report being a focus on digital cooperation.As a fulcrum of and an important starting point for the Indo-Pacific Strategy,India is a priority country for the United States vis-à-vis this area of cooperation.While so,gaps in digital technologies between the U.S.and India are significant,including with respect to data localization,autonomous digital development,cyber security and digital governance.While the U.S.has attempted to work with India to enhance autonomous digital development in the Indo-Pacific Region,India has not responded positively to this move.Fundamentally,U.S.-India digital cooperation is limited to the transactional level,with political and economic uncertainties presenting tensions vis-à-vis the future of their bilateral cooperation in this space.As such,recognizing the differences in objectives and interests between the U.S.and India,China should take advantage of the tensions prevailing in U.S.-India digital cooperation,and should expand space for Sino-India digital cooperation.China can achieve this by cooperating and engaging in dialogue with India on skills development,investment,and development of digital cooperation suitable to developing countries.This will enable the two countries,and even the whole region to make progress towards more open and flexible development of digital cooperation,and towards realizing a community of shared future for mankind in cyberspace.
