摘要
数字丝绸之路是高质量建设“一带一路”的核心举措与重要引擎.在有关数字丝绸之路的区域国别研究中,南亚地区作为一个整体的专题研究暂付阙如.2017年习近平总书记首次提出数字丝绸之路倡议后,中国与南亚地区的数字合作取得了较为可观的成就,并且目前尚存在较大的合作潜力.这一方面源于中国和南亚八国共同实施的数字国家战略,另一方面源于中国与南亚八国在数字发展领域相互需求且具有互补性.进一步加强中国与南亚数字丝绸之路共建意义重大,将有利于消弭南亚数字鸿沟,优化数字丝绸之路建设布局,提供中印合作新渠道,应对数字霸权和数字帝国主义的威胁与破坏.中国与印度等南亚国家携手共建数字丝绸之路,将对助力人类命运共同体构建提供新路径.
The Digital Silk Road is a core measure and important engine for the high-quality construction of the Belt and Road Initiative.Among regional and country-specific studies on the Digital Silk Road,thematic studies on South Asia as a whole are absent.Since President Xi Jinping first proposed the Digital Silk Road Initiative in 2017,digital cooperation between China and South Asia has resulted in considerable achievements,and there remains significant potential for further collaboration.This progress is partially a result of the national digital technology strategies advanced by both China and the 8 South Asian countries,and partially due to complementarities vis-d-vis their respective digital development needs.It is of great significance to further strengthen the joint construction of the Digital Silk Road between China and South Asia,which can help bridge the digital divide in South Asia,optimize the layout of the Digital Silk Road construction,provide new channels for China-India cooperation,and respond to the threats and destruction of digital hegemony and digital imperialism.The joint construction of the Digital Silk Road between China,India and other South Asian countries can provide new pathways for building a community with a shared future for mankind.
