摘要
乡村振兴战略是新时代“三农”工作的总抓手,也是我国圆满完成脱贫攻坚任务后农村工作的重要任务。完善的农村电商物流体系是实现乡村振兴战略、促进农村经济社会发展的重要举措。建立完善的农村电商物流体系能够高效畅通农产品、工业品等在农村地区双向流通,促进农村新产业新业态发展,更是推进乡村振兴战略的重要举措。我国农村电子商务、物流配送发展取得一些进展,但也存在一些主要困难和制约因素,应从完善农村电商政策法规体系、末端配送体系、集散中转体系、信息管理体系和人才培养体系五个方面,推进现代农村电商物流体系建设,促进国家乡村振兴战略的实施。
The strategy of rural revitalization is the general starting point of the work related to agriculture, rural areas, and farmers in the new era, and it is also the important task in rural areas after our country has successfully completed the task of poverty alleviation.A perfect rural e-commerce logistics system is the important measure to realize the strategy of rural revitalization and promote the rural economic and social development.After establishing the sound rural e-commerce logistics system, the agricultural products and industrial products can be effectively circulated in rural areas in double ways, the new industries and new forms of business can be promoted to develop in rural areas, which is an important measure to promote the strategy of rural revitalization.In China, we have made some progress with the development of rural e-commerce and logistics distribution, but there still exist some major difficulties and restricting factors.In order to promote the construction of logistics system for modern rural e-commerce and the implementation of national rural revitalization strategy, we should improve the five systems: the policy and regulation system for rural e-commerce, the terminal distribution system, the distribution transit system, the information management system, and the personnel training system.
