摘要
城市是现代化的重要载体,是人类应对各类风险灾害最密集的承载体,也是具有复杂系统和运行网络的有机生命体。韧性城市理念体现了防灾减灾管理由强调刚性抵御转向适应性与最大程度减灾的认知转型。当前我国韧性城市建设存在缺乏系统布局、韧性政策体系尚未形成、城市应急管理体系不健全、社会韧性的基础性作用尚未有效发挥等问题,据此从公共价值、制度体系、城市空间、应急管理和绿色发展五个维度,提出树立统筹发展和安全的韧性治理理念,实现城市防灾减灾救灾能力与城市发展相适应的机制建设,实现城市本质安全。
The city is an important carrier of modernization,the most intensive carrier of human response to various risks and disasters,and an organic organism with complex systems and operational networks.The concept of urban resilience reflects the cognitive transformation of disaster prevention and reduction management from emphasizing rigid resistance to adaptability and maximum disaster reduction.At present,China's resilient city construction lacks a systematic layout,the resilient policy system has not yet been formulated,the urban emergency management system is not inclusive,and the basic role of social resilience has not yet been effectively played.Therefore,from the five dimensions of public value,institutional system,urban space,emergency time,and green development,we propose to establish a resilient governance concept of overall development and security,to realize the mechanism construction that the urban disaster prevention,reduction and relief capacity is compatible with the urban development,and to realize the urban intrinsic safety.
