摘要
近年来,经合组织、联合国教科文组织等国际组织提出有关开放科学的倡议,有关国外开放科学领域的研究也呈现出快速增长的趋势。各国政府、高校、专门机构也在政策和实践层面积极推进开放科学。基于对国外开放科学的政策体系与实践路径的梳理,建议完善开放科学政策体系;优化资助、激励与评价机制;探索开放科学公共服务新机制;营造公平市场竞争环境;构建高质量文献共享平台;强化学术数据库监管;建构学术期刊出版集群;整合优质数据库平台;开展宣传普及与技能培训。
In recent years,international organizations,such as OECD and UNESCO,have advocated Open Science.Research on the Open Science field overseas has shown a rapid growth trend.Governments,universities,and specialized institutes have also actively promoted Open Science in through various policies and practices.After summarizing the policies and practices overseas,this article suggests China improve its policy system of Open Science,optimize the mechanisms of funding,incentive and evaluation,explore the new public services mechanism of Open Science,create a fair market competition environment,construct a high-quality document sharing platform,strengthen the supervision of academic databases,construct a publishing cluster of the academic journal,integrate high-quality database platforms,and conduct training on publicity and skills.
