摘要 开放获取作为一种新的学术交流机制,是通过数字化和网络技术促进知识交流的新手段,得到国际学术界高度关注,联合国教科文组织多年来一直致力于知识信息的无障碍交流,是开放获取政策的倡导者和实践者。对联合国教科文组织的开放获取政策、战略及关键点进行了解读,指出开放获取的发展必须得到各国政府、机构、利益相关者的支持和积极参与,只有这样才能使开放获取成为知识交流的重要渠道。 Being as a new academic exchange mechanism, open access, which is a new method for promoting the knowledge exchange through digital and network technologies, has received considerable attention in international academic circles. And UNESCO, which has been committed to knowledge information barrier-free communication over the years, is an advocator and practitioner of open access policy. This paper interprets the open access policies, strategies and key points of UNESCO, and points out that the development of open access must be supported and actively participated by the governments, institutions and stakeholders of all countries to make open access become a main channel for the knowledge exchange.
