摘要
建立高等教育评估监测治理机制是深化新时代教育督导制度改革的重要支撑。我国高等教育评估监测面临着统归教育督导体制、深入推进管办评分离的宏观制度变革。在改革进程中,高等教育评估监测应完善政府分级治理,健全社会组织参与机制,建立专业机构跨区域运作机制,构建服务准市场机制。为应对潜在的治理失灵,高等教育评估监测应深入推进改革,规范并明晰各相关主体的治理责任,构建更加全面的责任网络。政府、高校与社会应协同发挥治理效能,共同推进高等教育评估监测治理体系和治理能力现代化。
The construction of a governance mechanism for evaluating and monitoring higher education serves as essential support for deepening the reform of the educational supervising system in the new era. In order to improve the collaboration and effectiveness of multiple governing subjects, including the government, the universities and the community, a number of measures should be taken under the unified administration of the educational supervising department, including governance by different levels, a participation mechanism of social organizations, a cross-regional operation mechanism of professional institutions, and a quasi-market mechanism of services to comprehensively promote the modernization of governing system and improve the capability of higher education evaluation. In addition, the governance subjects should clarify and specify their duties and responsibilities to cope with possible governance dysfunctions in the evaluation and monitoring of higher education.
