摘要
剖析体教融合指导意见提出时以及发展过程中可能出现的矛盾,思考解决体教融合过程中可能产生的矛盾对策。结果显示:新时代体育部门与教育部门协同发展的主要矛盾已从竞技体育运动员可持续发展的社会需求与竞技体育举国体制之间的矛盾转向了竞技体育高质量可持续发展与体教协同发展不平衡不充分之间的矛盾。通过普及科学认知,体育纳入高考;政策鼓励引导,支持多元服务;依法提供保障,建立监督机制;实施制度指引,经费专岗专用等措施可以有效解决体教融合发展中引发的新矛盾。
In order to find out some countermeasures to solve the contradictions,this article analyzes the contradictions that may appear when the guidance of the integration of physical education is put forward and in the course of its development,and gets the result that in the new era,the principal contradiction of the coordinated development of sports and education departments has changed from the contradiction between the social demand for sustainable development of competitive sports and the nationwide system of competitive sports to the contradiction between the high-quality sustainable development of competitive sports and the unbalanced and inadequate coordinated development of sports and education. The new contradictions caused by the integrated development of physical education can be effectively solved by some countermeasures as follow: developing scientific cognition to bring physical education in college entrance examination;policy encouragement and guidance to support multiple services;provide safeguards in accordance with the law to establish a monitoring mechanism;implementing the system guidance to earmark a fund for its specified purpose only.
