摘要
作为国家公共安全治理体系中的重要环节,开展我国高铁安全治理体系研究,是聚焦“交通强国、铁路先行”目标任务的基本保障和责任担当。针对高铁行业安全治理特点,分阶段提出高铁安全治理战略目标,从治理主体、治理工具、治理对象、治理机制等方面分析高铁安全治理体系构成要素及相互关系。综合考虑多元主体系统治理、依法治理、综合治理、源头治理和系统全生命周期治理等多个维度,构建基于多层次架构融合的高铁安全治理体系,并从政府部门、铁路企业、社会组织方面提出对策建议,对推进高铁安全治理体系和治理能力现代化具有重要意义。
As an important link of the national public safety governance system,study on China’s high speed railway safety governance system is the basic guarantee and responsibility for fulfilling the goal and task of“railway taking the lead in building national strength in transport”.According to the characteristics of safety governance in the high speed railway industry,the strategic objectives of high speed railway safety governance are put forward in stages,and the constituent elements and interrelationship of the high speed railway safety governance system are analyzed from the aspects of governance subjects,governance tools,governance objects and governance mechanism.Through comprehensive consideration of multiple dimensions such as multi-subject system governance,law-based governance,comprehensive governance,source governance and system life cycle governance,a high speed railway safety governance system based on the integration of multi-level architecture is established and countermeasures and suggestions are put forward from the perspectives of government departments,railway enterprises and social organizations,which is of great significance to promote the modernization of high speed railway safety governance system and governance capacity.
