摘要
在分析铁路安全管理技术发展及我国铁路安全管理面临形势的基础上,研究欧洲、美国、日本铁路安全管理体系框架及主要要素,总结国外铁路安全管理的特点。在总结分析我国铁路安全管理体系架构的基础上,对比分析中外铁路安全风险体系异同点,提出我国铁路安全管理体系发展的建议。
Based on an analysis of the technical development in railway safety management and the status quo of domestic railway safety management, the article studies the framework and main elements of the railway safety management systems in Europe, USA and Japan, summarizing the features in railway safety management abroad. By sum- marizing and analyzing the framework of the domestic railway safety management system, it makes a comparison of the similarities and differences between the Chinese and foreign railway safety risk systems, giving suggestions for the development of the domestic railway safety management system.
