政策工具视角下我国学校结核病防控政策文本分析

Text analysis of TB policy of schools in China from the perspective of policy tools

摘要 目的 对我国学校结核病防控政策文本进行量化分析,探讨政策工具的使用情况,并针对可能存在的问题提出相应的政策建议,为今后政策的制定和优化提供理论参考。方法 以Rothwell和Zegveld提出的政策工具分类为依据,采用NVivo11 Plus软件对政策工具进行分类、编码,运用Excel 2010统计各类政策工具下参考点的占比。结果 共纳入2020年12月31日前出台的28份政策文本,其中北京市发文数量最多,有7份;2020年发文数量最多,有6份。从总体上看,需求型政策工具占67.9%,环境型政策工具占24.6%,供给型政策工具占7.5%。从3类政策工具的内部来看,各维度政策工具的使用比例存在较大差异。结论 我国学校结核病防控政策日益完善,但各省份的发文量不均衡。政策工具使用呈现重需求型工具、轻供给型与环境型工具的特点,且各类政策工具内部各维度工具的使用欠合理。建议各省份因地制宜地制定学校结核病防控相关政策,注重供给型政策工具的使用,以促进学校结核病防控工作的可持续发展。 ObjectiveTo quantitatively analyze the text of tuberculosis(TB) policy of schools in China, explore the use of policy tools, and put forward targeted policy recommendations for TB policy formulation and optimization in the future.MethodsBased on the classification of policy tools proposed by Rothwell and Zegveld, NVivo11 Plus software was used to classify and encode policy tools, and Excel 2010 was used to calculate the proportion of reference points under various policy tools.ResultsA total of 28 policy documents issued before December 31, 2020 were analyzed, among which the most were issued in Beijing(7 documents) and in 2020(6 documents). In general, the demand policy tool accounted for 67.9%, the environmental policy tool accounted for 24.6%, and the supply policy tool accounted for 7.5%.There were great differences in the using proportion of various dimensions inside each policy tool.ConclusionTB policy of schools in China is improving, but the amount of documents issued by different provinces is uneven. The character of the use of policy tools shows that the tool of demand is used more than the two tools of environment and supply, and the use of various dimensions inside each policy tool is not reasonable. It is suggested that all provinces should issue relevant TB policies of schools in accordance with local conditions, and pay attention to the use of the policy tool of supply, in order to promote the sustainable development of TB control in schools.
