摘要
目前我国应急物资储备、调度体系建设仍较为薄弱,在应对巨灾上呈现出明显不足。本文主要论述信息化技术条件下的应急物资储备、调度体系建设,以应急物资的立体化、多样化储备为基础,新构建国家级应急物资智慧化储备、调度平台的桥梁,达到应急物资的动态化储备与精准化调度的目的。研究表明,新构建的国家级应急物资智慧化储备、调度平台,将串联全国各类五级应急物资储备单元,打破应急物资调度区域化壁垒,对我国应急保障体系的现代化建设具有推动和指引作用。
At present, the construction of emergency supplies reserve and dispatching system in China is still relatively weak, showing obvious deficiencies in dealing with great disasters. This paper mainly discusses the construction of emergency supplies reserve and dispatching system empowered by information technology, and builds a new bridge between the intelligent reserve of emergency materials at the national level and the dispatching platform on the basis of diversified reserve of emergency supplies, which will help to dynamically reserve and accurately dispatch the emergency materials. The research shows that the newly constructed national intelligent reserve and dispatching platform for emergency materials will connect all kinds of five-level emergency materials storage units in China and break down the regional barriers of emergency materials. It plays a promoting and leading role in the modernization of China’s emergency support system.
