摘要
油气长输管道站场在运营过程中可能会涉及在原有基础上进行改造、扩建以及动火的情况。采用传统安全评价方法偏向于定性分析,不具备针对性和量化性。提出将模糊综合评价法运用于成品油站场施工的安全评价,以安宁首站新增倒罐泵特级动火为例,建立了施工现场影响因素集、安全评价模型和模糊关系矩阵,基于模糊评价法并结合安全评价指标体系,对此次特级动火进行安全风险分析和安全评价。计算结果显示:现场安全评价综合向量中“优秀”的隶属度达到0.7242,在一级指标中,环境因素的评分较低,还存在一定的隐患,并给出了相应的防范建议。该方法对于成品油站场施工具有参考意义。
The operation of oil and gas long-distance pipeline station and yard may involve transformation,expansion,and fires on the original foundation.The use of traditional safety evaluation methods is biased towards qualitative analysis,which is not targeted and quantitative.It is proposed to apply the fuzzy comprehensive evaluation method to the safety evaluation on the construction of product oil station.With the super fire of the newly added inverted tank pump at the first station of Anning as an example,the set of influencing factors,safety evaluation model and fuzzy relationship matrix of the construction site are established.Based on the fuzzy evaluation method,and combined with the safety evaluation index system,safety risk analysis and safety evaluation on this super fire are carried out.The results show that degree of membership for the excellent in the resultant vectors of field safety evaluation reaches 0.7242,and in the first level indicators,the evaluation score of environment factor is relatively low,possessing certain trap or trouble.And finally some relevant measures for prevention are given,which are of reference significance for the construction of refined oil products stations.
