摘要
高速铁路TOD项目开发未达预期,在项目投资机会筛选阶段,开发时机成熟度评价至关重要。针对高速铁路站点周边土地价值影响因素,确定TOD项目开发时机成熟度评价指标体系,基于熵值法构建评价模型,并通过实例验证模型适用性。实证结果表明:城市发展因素、个别因素及交通因素是影响高速铁路TOD项目开发时机成熟度的三大关键因素;交通因素对不同级别城市高速铁路TOD项目影响路径不同,对外交通便利度是影响中小城市TOD项目开发时机成熟度的重要因子,对内交通便利度对大城市影响更显著;基于熵值法构建的评价模型适用于高速铁路、城际轨道交通、快速轨道交通站点TOD项目比选,在应用条件及应用范围上存在优势。
Under the circumstance that the transit-oriented development(TOD) project of high-speed railways does not reach the expectation, the maturity evaluation of development timing is essential in the screening stage of project investment opportunities. According to the infuencing factors of land value around high speed railway stations, this paper constructed an index system to evaluate the development timing maturity of TOD projects for high speed railways. Then, an evaluation model was built on the basis of the entropy method, whose applicability was verified through examples. The study found that urban development factors, individual factors, and traffic factors are the three key factors affecting the development timing maturity of TOD projects for high speed railways. The traffic factors affect the TOD projects of high-speed railways in cities of different levels in varied ways. The convenience of external transportation is an important infuencing factor in the development timing maturity of TOD projects in small-and medium-sized cities, and for large cities, the impact of the convenience of internal transportation is more significant. The evaluation model based on the entropy method is suitable for the comparison and selection of the TOD projects for high speed railway, intercity rail transit, and rapid rail transit stations, which has great advantages in terms of application conditions and application scope.
