摘要
研究目的:以我国第一批实施宅基地制度改革的14个县(市、区)(不含西藏曲水)为研究样本,揭示影响宅基地政策本体建设水平的核心影响因素及其组态作用路径。研究方法:模糊集定性比较法。研究结果:(1)政策主体、政策客体和政策环境维度的各单一因素均不能单独成为影响宅基地政策本体建设水平的必要条件,政策本体建设水平是多个因素协同作用的结果。(2)“双重禀赋主导下的地方政府推动与经济支撑路径”和“治理—收入—优势资源主导下的宅基地禀赋与经济支撑路径”是促使宅基地政策本体建设达到较高水平的两种组态。(3)优势资源禀赋、经济发展水平对宅基地政策本体的建设水平具有普遍性影响。研究结论:应立足本地实际,着眼于多维因素的协同联动,选择适合的路径精准建设宅基地政策,为宅基地制度改革的有效推进提供制度基础。
The purpose of this study is to reveal the core factors and their configurational action paths that affect the policy-making level of rural residential land institution reform, taking 14 pilot areas(excluding Qushui in Tibet),which are the first group of counties implementing the institutional reform of rural residential land in China, as the research samples. The method of qualitative comparative analysis was employed. The results show that: 1) each single factor of policy subject, object and environment dimensions cannot be a necessary condition to affect the construction level of the policy ontology construction, which is the result of the synergy of multiple factors. 2) “The path of local government promotion and economic support dominated by dual endowments” and “the path of rural residential land endowments and economic support dominated by governance-income-featured resources” are two configurations that make the construction of rural residential land policies reach a higher level. 3) Featured resource endowment and economic development level have a common impact on the policy construction level. In conclusion, according to the local conditions, we should focus on the collaborative linkage of multiple factors, choose the appropriate path and accurately formulate the rural residential land policy to provide an institutional basis for the effective promotion of rural residential land reform.
