新型城镇化进程中“村改居”社区教育供给研究:价值意蕴、制约因素和纾解策略 被引量:4

摘要 新型城镇化背景下,“村改居”社区教育供给在探索城乡社区教育公共服务均等化、提升“村改居”社区治理能力和促进“村改居”社区教育精准供给等方面具有重要价值。当前,受项目制供给偏差、供给主体角色定位、课程开发整合力度、供给绩效评估机制和专业师资队伍建设等因素制约,“村改居”社区教育供给与新型城镇化高质量发展呈现明显张力。基于此,从提高政策供给效能、完善资源供给结构、增强供给内生动力及保障供需精准匹配四个方面提出纾解策略,以期为新时代农民市民化探寻更加有力的社区教育支撑。 Under the background of new urbanization,the supply of“village to residence”community education shows important value in exploring the equalization of public services in urban and rural community education,improving the ability of“village to residence”community governance and promoting the accurate supply of“village to residence”community education.At present,restricted by factors such as the supply deviation of project system,the main role orientation of supply subject,the integration of curriculum development,the evaluation mechanism of supply performance and the construction of professional teaching staff,there is an obvious tension between the supply of“village to residence”community education and the high-quality development of new urbanization.Based on this,this paper puts forward mitigation strategies from four aspects of improving the efficiency of policy supply,improving the structure of resource supply,enhancing the endogenous power of supply and ensuring the accurate matching of supply and demand,in order to explore more powerful community education support for farmers citizenization in the new era.
