摘要
海洋科技创新战略的实施将推动江苏省沿海城市海洋经济快速增长。结合江苏省海洋经济与科技创新发展现状、面临的机遇,指出江苏省海洋科技创新战略实施受到江苏经济重点布局的制约、海洋经济产业专业化程度低、海洋科技创新力弱等主要因素影响。提出江苏省建设海洋中心城市、建立财政投入长效机制、培育“头部”企业以提高科技创新要素对海洋经济的贡献等推动海洋科技创新建设的路径。
The implementation of marine science and technology innovation strategy will promote the rapid growth of marine economy in coastal cities of Jiangsu Province. Combined with the current situation and opportunities of marine economy and scientific and technological innovation in Jiangsu Province, it is pointed out that the implementation of marine scientific and technological innovation strategy in Jiangsu Province is restricted by the key layout of Jiangsu’s economic development, the low degree of specialization of marine economy industry, the weak innovation of marine science and technology and other major factors. At the same time, it is proposed to build a marine central city, establish a long-term mechanism for financial investment, Cultivate "leading" enterprises to improve the contribution of scientific and technological innovation elements to the marine economy and other ways to develop marine scientific and technological innovation.
