摘要
乡村治理是国家治理的基石,乡村治理现代化是农业现代化的集中体现。在中国共产党的坚强领导下,我国乡村治理稳步推进,制度体系日益完善、体制机制持续创新、“三治结合”效能彰显、乡村振兴有序发展,取得了世所瞩目的伟大成就,标志着乡村治理步入现代化建设的快车道。从下往上不断完善制度体系、自上而下持续深化体制改革、由点到面加快运行机制优化、由内而外推动治理效能释放,是我国乡村治理取得巨大成就的基本经验。在建设社会主义现代化强国的新征程中,更要通过一系列制度创新与机制变革,进一步巩固党的全面领导、提升制度执行能力、优化体制机制,在“制度优势—运行机制—治理效能”框架下,加快各类制度优势更好向治理效能转化,从而以乡村治理现代化推进国家治理现代化。
Rural governance is a cornerstone of national governance,and the modernization of rural governance is an embodiment of the modernization of agriculture.Under the strong leadership of the Communist Party of China,China’s rural governance has made steady progress.Great achievements have been highlighted in many aspects including institutional system and its mechanism,effectiveness of“three-governance”combination and the Rural Revitalization,which marks that rural governance has entered the fast lane of modernization.There are numerous basic experiences of governance in rural China,such as improving the institutional system,deepening the structural reform,innovating the governance model and promoting governance efficiency from different directions and angles.In the new journey of building a great modern socialist country,we should further consolidate the Party’s overall leadership,improve implementation capacity of the system and optimize the system and its mechanism through a series of innovative initiatives.Within the framework of“institutional advantages-operating mechanism-governance effectiveness”,we will accelerate the transformation of various institutional advantages into governance effectiveness,in a way of promoting modernization of national governance.
