摘要
建设共建共治共享社会治理共同体不能忽视社会组织的作用。厘清社会组织参与乡村社会治理共同体建设的作用机理是激发社会组织活力的关键所在。社会组织通过再造社会结构、黏合治理功能、联结多元利益、提升治理韧性参与乡村社会治理共同体建设,也面临参与自主性和专业性不强、合法性和充分性不够、系统性和联动性缺乏等困境。应注重能力提升,增强社会组织参与的专业性;健全法律规范和制度供给,增强参与的合法性和自主性;加强宣传引导和机制激励,提高参与的充分性;搭建协同机制,增强乡村社会治理共同体的系统性和联动性,以保障乡村社会治理共同体整体稳定和有效运转。
The role of social organizations cannot be ignored in building a community of co-construction,co-governance and shared social governance community.To clarify the action mechanism of social organizations participating in the construction of rural social governance community is the key to stimulate the vitality of social organizations.Social organizations participate in the construction of the rural social governance community by reconstructing social structure,bonding governance functions,connecting diverse interests,and improving governance resilience.It also faces delimmas such as lack of autonomy and professionalism,legitimacy and adequacy,systematism and linkage.It should be focus on ability improvement to enhance the professionalism,improve legal norms and institutional supplies to enhance the legitimacy and autonomy,strengthen publicity guidance and institutional incentives to improve the sufficiency of social organizations'participation,set up collaborative mechanism to enhance the systematization and linkage of rural social governance community,to ensure the overall stability and effective operation of the rural social governance community.
