摘要
新时代背景下“三治合一”的乡村治理体系提升是乡村振兴战略的重要内容。要保障乡村治理工作的顺利进行,走法治化道路势在必行。乡村法治化包括村民权益、农业和生态保护、市场规范运作等多方面内容,目前乡村法治化存在立法不足、治理主体权责不明和村民守法方面薄弱等主要问题。针对这些问题,为了促进“三治合一”背景下乡村法治化的健康发展,应当采取加快立法、完善治理主体工作规范和加强法律服务体系建设等多方面措施。
Under the background of the new era,the improvement of the"three-in-one"rural governance system is an important part of the rural revitalization strategy.To ensure the smooth progress of rural governance,it is imperative to take the road of rule of law.The rule of law in rural areas includes many aspects such as villagers’rights and interests,agricultural and ecological protection,and standardized operation of the market.At present,the rule of law in rural areas has major problems such as insufficient legislation,unclear rights and responsibilities of governance bodies,and weak law-abiding villagers.In response to these problems and promote the healthy development of the rule of law in rural areas under the background of"integration of three government",various measures should be taken such as accelerating legislation,improving the work norms of governance bodies,and strengthening the construction of the legal service system.
