摘要
实施乡村振兴战略是党的十九大做出的重大决策部署,是决胜全面建成小康社会、全面建设社会主义现代化国家的重大历史任务,2018年中央一号文件又以乡村振兴为主题,首次明确提出"建设法治乡村"。建设法治乡村是乡村振兴战略的内在要求,是乡村振兴战略不可分割的组成部分,但由于乡村传统观念根深蒂固,其建设的道路依然漫长。目前,法治乡村建设中还面临着乡村法律法规供给不充分、乡村干部法治思维欠缺、维稳压倒"法治"、村霸和混混横行等诸多问题。要改变这一状况,必须要优化法治乡村建设的法制供给,提高乡村干部运用法治思维和方式解决问题的能力,调整维稳考核体系,依法打击黑恶势力。
Implementing the strategy of Rural Revitalization is a major decision-making plan made by the Nineteenth National Congress of the CPC and a major historical task to build a well-off society in an all-round way and a socialist modern country in an all-round way.The central document No.1 of 2018,with the theme of rural revitalization,clearly put forward for the first time"building a village ruled by law".Rule of law is the inherent requirement of Rural Revitalization Strategy and an integral part of Rural Revitalization strategy.However,due to the deep-rooted influence of traditional rural concepts,the road to construction is still long.At present,the construction of the rule of law in rural areas is also faced with several problems,such as inadequate supply of rural laws and regulations,lack of rule of law for rural cadres,"regularity of the rule of law",lawlessness of village tyrants and villains.To change this situation,we must optimize the legal supply of the rule of law and rural construction,improve the ability of rural cadres to use the rule of law thinking and ways to solve problems,adjust the stability assessment system,and crack down on evil forces in accordance with the law.
