摘要
公众积极参与社会基层治理是中国社会主义民主政治的重要体现,也是推进国家治理体系建设和治理能力现代化的重要举措。本文以贵州省遵义市垃圾分类治理为例,运用扎根理论对深度访谈记录文本和政府官方文件进行编码,提炼出五个主要范畴,构建了“意识—行为能力—结果”的模型研究,并进行实证检验。研究表明:个人身份认识、社会文化环境、公共参与治理意识、政府支持力度、保障公众参与对公众的垃圾分类治理行为起着决定作用;而公众主动参与治理的类型可划分为自觉主动型、合作治理型、被动参与型和无参与型这四类,遵义市作为全国文明城市,其垃圾分类治理的公众参与模式趋于自觉主动和合作治理模式。本文在扎根理论的基础上提出对策建议:培养公众垃圾分类参与意识;提高公众参与能力;健全公共参与制度;提高政府治理水平。
The public's active participation in social grassroots governance is an important embodiment of China's socialist democracy,and it is also an important measure to promote the construction of national governance system and the modernization of governance capacity.In this paper,taking the waste sorting and treatment in Zunyi City,Guizhou Province as an example,we use the grounded theory to encode the in-depth interview records and official government documents,extract five main categories,build a model study of"consciousness-behavior ability-result",and make an empirical test.The research shows that:personal identity,social and cultural environment,awareness of public participation in governance,government support,and ensuring public participation play a decisive role in public garbage sorting governance behavior.The types of public active participation in governance can be divided into four categories:conscious active,cooperative governance,passive participation and non-participation.As a civilized city in China,Zunyi's public participation mode in waste classification governance tends to be conscious active and cooperative governance mode.On the basis of grounded theory,this paper puts forward some countermeasures and suggestions:cultivate the public awareness of participation in garbage sorting,promote the public participation ability,enhance the public participation system,and improve the management level of government.
