政策工具视角下我国乡村幼儿园教师队伍建设研究——基于近十年政策文本的量化分析 被引量:5

Construction of Rural Kindergarten Teaching Workforce in China from the Perspective of Policy Instruments——A Quantitative Analysis Based on Policy Texts in the Past Decade

摘要 构建政策工具和教师队伍建设的二维分析框架,对近十年来我国出台的48份涉及乡村幼儿园教师的政策文本进行分析。分析结果显示:我国乡村幼儿园教师队伍建设存在短期行政命令与长期能力建设齐头并进、职前选拔与职后教师教育双管齐下的目标取向以及偏倚强制性、轻视激励性,偏重教育入口端、忽视评价出口端等不足。据此提出打好政策工具“组合拳”、打赢教师发展“主动战”、打响质量评估“关键招”的建议,以期为建设高水平的乡村幼儿园教师队伍、提升乡村幼儿园教育质量提供参考。 48 rural kindergarten teacher policy texts introduced in China in the past decade were analyzed by constructing a dual-dimensional analysis framework of policy tools and teaching workforce construction. The results show that the construction of teaching workforce in rural kindergartens in China has the objective orientation of both short-term administrative orders and long-term capacity construction, two-pronged approach of pre-service selection and post-service teacher education, as well as the deficiencies of relying on authority but neglecting motivation, emphasizing the entrance of education but neglecting the exit of evaluation. Accordingly, suggestions are proposed including making a good “combination of policy tools”, winning the “active war” of teacher development, and making a “key move” of quality assessment, in order to provide reference for constructing a high-level rural kindergarten teaching workforce and improving the quality of rural kindergarten education.
