摘要
构建新型电力系统是我国实现碳达峰、碳中和的必由之路与核心举措。本文基于“双碳”目标约束对能源转型进行情景分析,并锚定非化石能源消费比重,根据电源结构与能源结构的系统耦合性,推导了以非化石能源发电比重为综合衡量指标的电力系统低碳化进程。在此基础上,通过进一步细分电源结构,并从“以新能源为主体”的视角将构建新型电力系统划分三个阶段,提出“分三步走”构建新型电力系统的战略构想。
The essential step and main initiative for China to achieve carbon peaking and carbon neutrality is the construction of a new power system.This study presents a scenario analysis of the energy transition based on the carbon peak and neutrality targets constraint,anchors the share of non-fossil energy in total energy consumption,and derives a low-carbon process for the power system based on the systematic coupling between the power supply structure and the energy mix,with the share of non-fossil energy generation as a comprehensive indicator.On this basis,we proposed"the strategic conception of constructing a new power system in three steps"by further subdividing the power supply structure and dividing the construction of a new power system into three stages from the standpoint of"new energy as the major body".
