摘要
学习制是南非民主政府推行的以提高技能水平、创造就业机会、增强社会包容为目的的技能培训制度,取得显著成效,是南非化的学徒制。它的主要特征包括:完整有力的管理制度框架、全面的激励机制、专门的管理和实施机构、具备双重身份的学员、有效的多元机制、严格监管的质量保证机制和高度的社会包容性。学习制在搭建健全的国家法律框架、建立可持续的国家财政框架、设置专门的政府管理机构、制定正式的学习制协议和就业合同、建设外部机构监管下的质量保证机制、遴选企业导师及评估培训模块等方面,对我国建设中国特色学徒制具有一定的借鉴意义。
The democratic government of South Africa has been implementing learnerships to improve skills,create employment opportunities and enhance social inclusiveness,which has made remarkable achievements.Learnership is the localization of apprenticeship in South Africa.Its main characteristics include:complete and powerful regulatory regime framework,comprehensive incentive mechanism,specialized management and implementation institutions,students with dual identities,effective multiple stakeholders mechanisms,quality assurance mechanism under strict supervision and high degree of social inclusiveness.Learnership provides enlightenment for developing apprenticeship with Chinese characteristics in such fields as building a sound national legal framework,establishing a sustainable national financial framework,setting up a specialized government management agency,formulating formal learnership agreements and employment contracts,building a quality assurance mechanism under the supervision of external institutions,selecting enterprise instructors and evaluating training modules.
