摘要
深刻剖析基础教育体育与健康课程标准在不同时期的发展与变化,旨在深刻认识和理解其内涵与价值,贯彻和落实其理念与精神,深入推动新时代我国基础教育体育与健康课程的高质量发展。梳理了体育与健康课程标准20年的发展脉络,提出我国课程标准的研制与实施可以划分为萌芽期、发展期、提升期3个阶段,其继承与发展特点主要表现在6个方面:(1)课程性质,坚持“身体练习”,不断强化课程以体育人的本质;(2)课程理念,坚持“健康第一”,注重“学练赛”一体化发展;(3)课程目标,坚持“课程育人”,基于核心素养构建目标体系;(4)课程内容,坚持目标引领内容,推进结构化内容体系的整体设计;(5)教学建议,坚持教学设计的系统性与灵活多样,直面问题提高成效;(6)学习评价,坚持评价的导向与激励作用,基于学业质量健全综合评价。最后,提出了新时代我国基础教育体育与健康课程改革与发展的未来展望:坚持“健康第一”的教育理念;立足“核心素养”的目标导向;优化“全面育人”的内容结构;实施“多元协同”的评价体系。
An in-depth analysis of the development and changes of the national curriculum standards of physical education and health in basic education over time can not only effectively help physical education educators to deeply understand the profound connotation and value of the curriculum standards,but also contribute to a very important practical significance in implementing the spirit and concept of the newlyrevised and issued curriculum standards and promoting the high-quality development of physical education and health curriculum in the new era.This paper synthesized the 20-year development of the curriculum standards and proposed that the development and implementation of the curriculum standards in China can be divided into three stages:the initial stage,the developing stage,and the advancing stage.Its inheritance and development characteristics are mainly shown in:(1)Curriculum nature,adhere to“physical exercise”and constantly enhance the nature of the curriculum-applying education through physical activities;(2)Curriculum philosophy,adhere to the concept of“health first”and pay attention to the integrated development of“learning,training,and competition”;(3)Curriculum objectives,adhere to“cultivating individuals through the curriculum”and build a goal system based on the core literacy;(4)Curriculum content,adhere to having goals guide the content and promote the overall design of structured content system;(5)Teaching suggestions,adhere to the systematicity,diversity,and flexibility of instructional design and directly face to the issues to improve the effectiveness;(6)Learning evaluation,adhere to evaluation’s role of guidance and motivation and complete comprehensive evaluation system based on the quality of learning.Finally,the paper puts forward the vision of the reform and development of the curriculum of physical education and health in China’s basic education in the new era.That is,unswervingly adhering to the educational philosophy of“health first”,being full of vigor to adhere t
