摘要
创新走廊是跨区域协同创新的重要空间载体和发展模式,卡斯卡迪亚创新走廊实现了跨国度、跨城市的创新一体化发展,在全球创新走廊先进案例中具有独特地位。在探讨卡斯卡迪亚创新走廊发展背景的基础上,针对性地分析卡斯卡迪亚创新走廊“市场力量驱动、行政力量为辅”的组织架构和协同机制,结合其推进区域协同发展的关键举措,以期为长三角G60科创走廊发展及国内其他跨区域协同创新载体建设提供借鉴。
The innovation corridor is an important spatial carrier and development mode of cross-regional collaborative innovation.This paper focuses on the construction mode and collaboration mechanism of the"US-Canada"Cascadia Innovation Corridor.Based on a comprehensive review of its development background,this paper makes an in-depth analysis of its construction mode,summarizes the key measures to promote collaborative development and provides enlightenment for the development of the Yangtze River Delta G60 Science and Technology Innovation Corridor and the construction of other cross-regional collaborative innovation carriers in China.Through the in-depth analysis of the construction mode of the Cascadia Innovation Corridor,the research found that:First,the Cascadia Innovation Corridor adopts the organizational structure of"bottom-up"and"top-down",and forms a highly unified collaborative development through the top-level design focus;Second,the Cascadia Innovation Corridor has formed a collaborative mechanism of"driven by market power and supplemented by administrative power".The market drives the flow of innovation factors to establish a complementary advantage mechanism,and then the government guides the building of an integrated platform to establish a resource sharing mechanism.Based on the above research and analysis,this paper draws the following lessons:First,government guiding,market first,promote market to lead the construction and development of science and innovation corridors;Second,dock planning,deepen cooperation,and promote the coordination of science and technology innovation plans among different regions;Third,leverage funds,jointly breed enterprises,explore and establish a cross-regional collaborative alliance dominated by scientific research institutes,incubation platforms and venture capital funds,and take the lead in introducing the market mechanism of joint investment and profit sharing;Fourth,increase support,jointly cultivate talents,and create a new pattern massifying talent introduction,talent
