摘要
利用Solow余值法对广西钦州市1996—2019年的农业科技进步贡献率进行测算分析。结果表明:钦州市1996—2019年的农业科技进步贡献率为27.66%,但其在2016—2019年已达到52.20%,且近年来呈现稳步上升趋势,表明钦州市农业科技进步的贡献日渐突出;此外,钦州市资本投入产出弹性系数较高,表明资本要素对农业总产出的推动作用最有效率。建议相关部门应组织农业劳动者生产管理技能的教育培训,提高耕地面积的生产使用效率,适量引导农业过剩劳动力向其他产业进行转移,现阶段应适当加大农业资本的投入力度,发挥其对农业总产出高边际贡献的优势,未来应持续加大农业科技的研发投入力度,积极探索政产学研的农业发展模式,以充分发挥科技要素对农业经济增长的贡献作用。
The contribution rate of agricultural science and technology progress in Qinzhou City from 1996 to 2019 was calculated and analyzed by Solow value method.The results showed that the contribution rate of agricultural science and technology progress in Qinzhou City from 1996 to 2019 was only 27.66%,but it reached 52.20%from 2016 to 2019,and showed a steady upward trend in recent years,indicating that the contribution of agricultural science and technology progress in Qinzhou City was increasingly prominent.In addition,the input-output elasticity coefficient of capital in Qinzhou is high,which indicates that the capital factor has the most efficient effect on promoting agricultural output.It is suggested that relevant departments should strengthen the education and training of farmers’agricultural science and technology,increase the investment in agricultural capital,and actively explore the agricultural development mode of governmentindustry-university-research,so as to give full play to the contribution of scientific and technological factors to agricultural economic growth.
