摘要
西北地区是我国最为重要的生态屏障,但其脆弱的生态环境,又容易在经济发展的过程中遭受到破坏。虽然基于习近平生态法治思想的指引,西北地区的绿色发展理念逐渐深入人心,但依然面临:生态环境脆弱但生态地位重要、经济与环保间存在矛盾、民众绿色发展意识欠缺和法律细化不足等严峻形势。因此,在厘清法治保障西北地区绿色发展的现实基础和价值意蕴前提下,基于立法、政府、社会与个人等多维度,从加强立法的协同推进、继续增强法治思维能力、营造绿色发展文化氛围与转变粗放型发展思想等不同角度探寻法治保障的优化路径,对实现西北地区法治与绿色发展的同频共振具有重大的现实意义和理论价值。
The northwestern region is the most important ecological barrier in China,while its fragile ecological environment is vulnerable to damage in the process of economic development.Under the guidance of Xi Jinping's thought of ecological rule of law,the concept of green growth in northwestern China has gradually gained popularity,but it still faces serious situations such as a fragile ecological environment with important ecological status,the conflict between economic development and environmental protection,lack of public awareness of green growth and insufficient legal elaboration.Therefore,by clarifying the current situation and the significance of the rule of law to guarantee green growth in northwestern China,and based on the multi-dimensional aspects of legislation,government,society,and individuals,this paper explores the optimal path of rule of law assurance from different perspectives,such as strengthening the coordination of legislation,continuing to enhance the ability of rule of law thinking,creating a cultural atmosphere for green growth and transforming the idea of rough development.This study is of great practical significance and theoretical value to realize the resonance of rule of law and green growth in the northwestern region.
