摘要
重大突发公共事件日益的脱域化和复杂性特征要求非常规危机状态下央地关系的结构调整与关系转换能力,不仅要强化地方政府的危机应对责任,也要实现府际之间的高效协调和有力协作,从而保障不同层级政府的危机治理能力协同输出。在此次疫情防控中,中央和地方两个治理主体角色有序分工、高效合作,充分发挥了中央与地方两个积极性:在疫情爆发期,中央迅速介入凭借“领导小组”的制度创新控制局面;在疫情扩散期,中央发挥总揽全局、协调各方的主导作用驾驭复杂局面,地方积极服从命令、协调配合,实现快速高效的人员调配和资源统筹;在疫情平稳期,中央放权与激励并重鼓励地方自主创新,地方发挥主体功能,总结经验教训因地制宜,在严防严控的同时有序推进复工复产。中央与地方通过优势互补和共同协作,在科层体系中经过不断调试磨合逐步缔结了一种相互信任、步调一致的耦合互动关系,建构了中央与地方之间的协同治理体系。
The increasingly disembodying and complexity of major public emergencies require structural adjustment and relationship transformation ability of the central and local relations in the state of unconventional crisis.It is not only necessary to strengthen the crisis response responsibility of local governments,but also to achieve efficient coordination and strong cooperation among governments,so as to ensure the coordinated output of crisis governance ability of governments at different levels.In this epidemic prevention and control,the main roles of the central and local governance were divided orderly and cooperated efficiently,which illustrates the enthusiasm of the central and local governments.During the epidemic outbreak,the central government quickly intervened to control the situation by relying on the institutional innovation of the"leading group".During the epidemic spread period,the central government played a leading role in commanding the overall situation and coordinates the efforts of all quarters to control the complex situation,then the local government actively obeyed orders and coordinated cooperation,so as to achieve rapid and efficient personnel allocation and overall resource planning.In the stable period of the epidemic,the central government pays equal attention to decentralization and incentive in order to encourage local independent innovation,the local government fully play main functions and summary experiences and lessons according to local conditions,and orderly promotes the resumption of work and production while strictly preventing and controlling.Through complementary advantages and joint cooperation,the central and local governments have gradually concluded an interactive relationship of mutual trust and action with harmony by continuous debugging in the bureaucratic system,which constructed a collaborative governance system between the central and local governments.
